Commissioner Announces Free Agent Signing Stipulation

Commissioner wheateater announced immediately prior to the opening bell for free agency to begin that it would place a stipulation on player signings for the 2009-10 season.  The League office levied that there would be a mandatory cap for signed players in a 24-hour period would be two players.  The idea behind this new rule is to foster fairness in the free agency market, in an effort to give equal opportunity to prime players and create a more competitive product.
